Keane currently seeks a Data Warehouse Project Manager to join our team in Berlin, VT

Position Functions or Responsibilities:

Reporting to an IT Portfolio Manager within the IT Leadership Team (ITLT), the Project Manager is primarily responsible for the planning, execution and delivery of project results for IT organization. The Project Manager will primarily manage projects within the baseline project portfolio, but may also manage some smaller-scale corporate projects. While these projects are primarily technical in nature, they are to be planned, managed and delivered in the context of improving processes and product capabilities for a managed healthcare plan, and the Project Manager must be knowledgeable in healthcare business terminology, operations and IT. For each assigned project, the Project Manager will work closely to build effective relationships with the project s Business Unit Owner (BUO) while organizing and leading a cross functional project team consisting of business, IT and third-party consultants and contractors to meet the goals of the project. The Project Manager may also perform hands-on work as necessary to prepare key deliverables such as requirements, test strategies and other project related documentation. Management of the projects will be executed in accordance Project Management Methodology (PMM).

1. Project Planning

* Work closely with the BUO, IT Leadership Team (ITLT) and other stakeholders to: define project scope, goals and deliverables; organize and structure the project team and project workgroups; and establish a collaborative approach among all members and workgroups.
* Develop, maintain and clearly communicate the project work plan to ensure the project accomplishes its goals. Apply appropriate project plan models that best suit the timing, cost and quality goals for the project (e.g. COTS, Iterative, SDLC, etc)
* Set standards for project documentation management, and change control practices, and to ensure project documents are complete, current, and stored appropriately.
* Facilitate key technical decision making for the project, including build versus buy, integration strategy, and delivery, collaboration with the IT Architect, ITLT members and other stakeholders.
* Work closely with the BUO to prepare the project budget and Cost-Benefit Analysis, and review with key stakeholders.
* Identify and plan for resources required during multiple phases of the project. Negotiate and secure resource commitments with ITLT and Business Unit Owner (BUO) and other business areas to meet project needs.
* Negotiate and facilitate the execution of contracts with third party vendors in partnership with the BUO, ITLT, IT Contract Support, Legal and other stakeholders.
* Complete required forms and documentation in accordance with the Project Management Methodology (PMM).

2. Project Execution

* Manage all day to day aspects of the project, including directing all business, IT professionals and third party consultants or contractors to meet the goals of the project.
* Manage vendors according to agreed upon contracts (fixed price, time and materials, etc) and work orders to ensure timely and quality delivery of deliverables.
* Assign goals and tasks to project team members, communicate deliverables and follow up to ensure that tasks are completed according to the plan and at the expected level of quality required for the project. Revise the plan as necessary to respond to changing business, resource or other demands.
* Participate in project work groups to assist with and monitor execution of project activities and timely completion of deliverables.
* Schedule, organize and facilitate appropriate project meetings and review checkpoints.
* Assist with production of other key project deliverables as required, including functional and technical specifications, testing plans, communication documentation, and other required deliverables.
* Partner with Business Unit Owner (BUO) to ensure BUO s key deliverables (business requirements, UAT plans and test cases, communication plans, etc) are completed in a timely manner.
* Determine required test environments, data and software migration schedules while working with IT infrastructure operations and QC/testing teams to ensure availability of testing resources.
* Collaborate with Software Configuration Migration (SCM) to manage software migration through multiple environments.
* Effectively track, communicate and resolve issues and risks related to the project through team discussion, research with other BCBSVT business areas, BUO escalation or Executive Management escalation.

3. Project Evaluation and Reporting

* Track project progress using project management software (Microsoft Project), clearly evaluate actual status against plan, and prioritize and initiate corrective action as required.
* Prepare weekly and monthly status reports for project stakeholders, using standard PSR templates.
* Report progress, issues and risks to project stakeholders in a clear and straightforward manner that focuses attention on addressing and tackling barriers to project success.
* Evaluate deliverables to ensure work meets requirements at high levels of quality.
* Manage project budget and cost performance to meet or exceed project budget goals. Review and approve invoices and, where appropriate, hours/time charged to the project. Track project cost performance against budget and provide periodic re-projections.
* Present periodic project updates to Information Technology Oversight Committee (ITOC) and ITLT to ensure effective communication of project status.
* Comply with Audit and Compliance requests to provide documentation, information and discussion on projects which are monitored or audited for quality and effectiveness.
